~ The City of Colorado Springs is taking the lead in conducting a regional Housing Needs Assessment to gain a better understanding of the housing supply, challenges, and needs across El Paso County. This initiative aims to collect data that will provide valuable insights into housing trends and serve as a tool for making informed decisions to effectively address housing needs.
The assessment will result in a series of recommendations specific to different geographic areas within the City of Colorado Springs and Unincorporated El Paso County. These recommendations may include options for funding, financing, and partnerships, as well as identifying specific housing needs for groups such as seniors, workforce housing, and low-income earners. Additionally, an online housing dashboard will be developed to present key data and analyses.
To ensure that the assessment accurately reflects the community's challenges, goals, and needs, the City is encouraging residents to participate by filling out a survey on their website at ColoradoSprings.gov/HousingNeedsAssessment. Aimee Cox, the City's Chief Housing & Homelessness Officer, emphasized the importance of this project in preparing for the region's growth. She stated that "better understanding the housing needs of our growing region will prepare us to meet the needs of our community."

While data will be collected for several municipalities including Calhan, Green Mountain Falls, Fountain, Manitou Springs, Monument, Palmer Lake, and Ramah; it is important to note that this assessment will not provide specific recommendations or actions for these jurisdictions. The decisions and actions based on the data collected will ultimately be at the discretion of each municipality's leadership.
This project is in response to both the region's growing population and SB 24-174 requirement. It is being funded by multiple sources including the City of Colorado Springs, El Paso County Community Development Block Grant program, and the Colorado Infrastructure and Strong Communities Grant Program.
The City hopes that this comprehensive Housing Needs Assessment will provide valuable information for strategic planning and informed policy decisions, as well as foster collaborative partnerships across El Paso County. Residents are encouraged to share their perspectives and help guide this important work.
