The letter states that establishing a Space National Guard would help ensure national security in the space domain and affirm the importance of the National Guard in carrying out federal missions. It also highlights that space-based capabilities are essential to national security and homeland defense and that failing to establish a Space National Guard would directly threaten national security in this domain.

The governors concluded their letter by strongly encouraging Secretary Kendall to support the establishment of a Space National Guard.
