~ The City of Colorado Springs has recently released its final parking and curb management plan, aimed at supporting the local business community, residents, and visitors. The plan, which can be accessed on the city's website at ColoradoSprings.gov/Parking, outlines various strategies and tactics to actively manage curbside parking, increase off-street parking efficiency, utilize technology, and enhance the overall customer experience.
According to Alyssa Alt, the City's Parking Enterprise Manager, this plan serves as a framework for potential short- and long-term projects that will improve access to businesses and institutions for both residents and visitors. Alt also emphasized that these projects are dependent on the Enterprise's budget as they strive to support economic vitality in Downtown and Old Colorado City.
The development of this plan was a 10-month process that involved assessing the current on- and off-street parking conditions in Downtown and Old Colorado City. This included extensive data gathering and analysis, which is detailed in the final plan. Additionally, two community surveys and stakeholder sessions were conducted to gather feedback. The draft plan was then released for further public input in April 2025 before being finalized with additional feedback incorporated.

Alt also mentioned that some aspects of the plan have already been put into action. These include adjusting parking enforcement hours to better align with usage patterns, offering free off-street parking on Sundays in city-owned facilities such as garages or lots, implementing loading and delivery zones in Downtown areas, launching a public information campaign about parking options, and replacing outdated meters with newer ones equipped with improved technology.
The City of Colorado Springs' Parking System Enterprise plays a crucial role in providing public parking spaces to support downtown activities and surrounding areas. It is also seen as an economic development tool used to attract private investment into the community while managing urban growth. As an enterprise entity, it operates on a self-sustaining financial model without relying on taxpayer money or general fund dollars.
Overall, the final parking and curb management plan aims to improve and enhance the City's parking operations while also considering the needs of its various stakeholders. With a focus on utilizing technology and providing a comprehensive customer experience, this plan sets the stage for future developments in Downtown and Old Colorado City.
