~ After 35 years of dedicated service to the City of Colorado Springs, Wynetta Massey, the City Attorney and Chief Legal Officer, has announced her retirement. Her last day will be on June 30th.
Mayor Yemi Mobolade expressed his gratitude for Massey's outstanding service, stating that it is difficult to put into words the depth of their appreciation for her. He praised her extensive knowledge of the city, decades of experience in local government, and passion for municipal law. The mayor also highlighted Massey's leadership and decision-making skills, always acting in the best interest of Colorado Springs and its residents. He wished her joy and fulfillment in her well-deserved retirement.
Massey first joined the Colorado Springs City Attorney's Office in 1990 and was appointed as City Attorney and Chief Legal Officer in 2014. She has led a team of 61 attorneys and support staff during her tenure. Massey has served under seven mayors and 19 City Councils, earning a reputation for building strong client relationships, being reliable and professional, and providing effective leadership.

In a statement, Massey expressed her honor at having served the City of Colorado Springs for the past 35 years. She took her responsibility seriously and is proud of all that she has accomplished during her time in city government. However, she is most proud of the team she had the privilege to work with and their continued dedication to serving Colorado Springs with honor.
Massey is also a renowned national speaker on various municipal law topics such as ethics, land use, marijuana regulation, and the mayor-council form of government. She currently serves as president of the Colorado Municipal League Executive Board and is a member of the International Municipal Lawyers Association (IMLA) Board of Directors. In recognition of her contributions to municipal law, Massey received the IMLA Amicus Service Award in 2020 and was honored with the Epps Award for Longevity of Service to a Community in 2022.
As the City conducts a national search for a new Chief Legal Officer, Marc Smith, the Deputy City Attorney overseeing the Corporate, Utilities, and Real Estate Services divisions, will serve as Acting City Attorney. Smith has been with the City of Colorado Springs for 20 years and has held various roles such as prosecutor, corporate attorney, division chief, and legislative counsel to the City Council.
The City of Colorado Springs is grateful for Massey's 35 years of dedicated service and wishes her all the best in her retirement. They are confident that Smith will continue to uphold the high standards set by Massey during this transition period.
