DENVER ~ Denver, CO - In a joint announcement today, Governor Jared Polis and Lieutenant Governor Dianne Primavera revealed that Colorado will be one of the founding members of the Governors Public Health Alliance (GPHA). This nonpartisan coalition aims to strengthen public health, improve preparedness, and promote coordination among states.
The Alliance will serve as a central hub for governors and their public health officials to share best practices, exchange data, and collaborate on emergency response, public health guidance, and technical issues such as vaccine policy. It will also act as a liaison between states and the global health community.
Governor Polis expressed his enthusiasm for this new partnership, stating that every American deserves access to quality healthcare. He believes that by working together with other states, Colorado can share its innovative approach to public health while also learning from others. With uncertainty and limited resources from the federal government, governors are on the front lines of public health. The GPHA will help them deliver consistent solutions that prevent the spread of disease and protect citizens' freedom.

Lieutenant Governor Primavera, who is also the Director of the Office of Saving People Money on Health Care, shared her personal experience as a cancer survivor and advocate for patients. She emphasized the importance of strong public health systems in saving lives and supporting families. In Colorado, they have shown that leading with innovation and compassion can make healthcare more affordable and accessible for everyone. The GPHA reflects this same spirit of collaboration towards building healthier communities across the country.
Colorado joins fourteen other states and territories in launching this initiative: California, Connecticut, Delaware, Hawai'i, Illinois, Maryland, Massachusetts, New Jersey, New York, North Carolina Oregon Rhode Island Washington Guam. The Governor's Office and the Colorado Department of Public Health and Environment (CDPHE) will coordinate engagement within Colorado and share lessons from their nationally recognized efforts to lower healthcare costs.
The Governors Public Health Alliance is supported by GovAct and guided by leading public health experts, including Dr. Mandy Cohen, Dr. Anne Zink, Dr. Raj Panjabi, and Ambassador Nina Hachigian. The Alliance also has a bipartisan advisory board of former governors and senior federal officials. Through this collaboration, Colorado and its partner states will coordinate messaging on emerging health threats, explore secure cross-border data sharing, and work together on technical and regulatory public health issues.

Colorado's participation in the GPHA builds upon their ongoing efforts to make healthcare more affordable, equitable, and prepared for the future under the Polis-Primavera Administration. They have taken swift action to ensure easy access to COVID-19 vaccines for Coloradans and have passed landmark laws such as Reinsurance, the Colorado Option, Prescription Drug Affordability Board, capping insulin costs, and hospital transparency. These efforts have saved Coloradans billions of dollars.
The Office of eHealth Innovation under Lt. Governor Primavera has also launched the Colorado Social Health Information Exchange (CoSHIE), which links healthcare and social service data to address social determinants of health and improve outcomes. The 2025 Colorado Health IT Roadmap continues this work with a ten-year vision to make healthcare more accessible and data-driven. These initiatives align with the values at the core of the Governors Public Health Alliance: evidence-based collaboration, equitable access, and readiness for future challenges.
As a founding member of this coalition, Colorado is committed to working with other states towards a healthier nation. With their innovative approach to public health and willingness to learn from others' best practices, they are well-positioned to make a significant impact through this alliance.
