DENVER - Today, Governor Polis released his "Roadmap to Reduce Auto Insurance Premiums," a comprehensive report that outlines the state's efforts to reduce auto insurance costs across the state, and support ongoing efforts to reduce Colorado's average cost of coverage.
"In Colorado, we are focused on saving people money and making Colorado the best place to live, work, and play. Auto insurance is too costly, confusing, and often a burden to many people; that is why I'm launching our action plan to reduce auto insurance rates, make our communities and roads safer, and deliver lower auto insurance rates to keep more money in the pockets of hardworking Coloradans," said Governor Polis.
"We know that many Coloradans are struggling with the cost of auto insurance, and high costs contribute to our uninsured motorist rate. We are looking at all possible solutions to bring costs down and our insured rate up," said Colorado Insurance Commissioner, Michael Conway.
The Roadmap to Reduce Auto Insurance highlights the state's success and continued work of improving safety and reducing crashes, cracking down on auto theft, decreasing our rate of uninsured motorists, reducing auto repair shop costs, contributing to auto insurance premiums and helping to mitigate the impact of severe weather. Specific strategies underway include:

Improving Road Safety and Reducing Crashes:
- Investing in infrastructure by launching the Speed Enforcement Program, installing more automated cameras in high traffic areas and work zones to issue warnings efficiently and effectively, helping reduce speed-related crashes and fatalities in Colorado.
- Increasing the amount of Sobriety checkpoints - at the direction of Governor Polis, the Colorado State Patrol has held 8 sobriety checkpoints this summer in Alamosa, Castle Rock, Fort Collins, Carbondale, Fountain, Black Hawk, Ridgeway, and Pagosa Springs (June - August) and more are planned. These checkpoints resulted in:
- Total contacts made: 4,363
- Total DUI/D Arrests: 27
- Total Roadsides: 121

- Additional checkpoints are planned including in the Denver Metro area on November 6, 2025 on Highway 58 in Golden.
- These proactive measures are being implemented to honor the memory of Officer Evan Dunn, who was struck by an impaired driver and killed while responding to a separate traffic crash on Hwy 58. He was a devoted public servant and a protector of the community.
- These road safety strategies have contributed to an approximate 9.6% reduction in traffic fatalities when comparing January 1, 2025 through September 30, 2025
Cracking Down on Auto Theft:
- Under Governor Polis's leadership almost every category of crime has decreased. Governor Polis has built on his commitment to make Colorado one of the Top Ten Safest States, signing bills into law to crack down on auto theft.
- For example, in Denver alone, catalytic converter theft is down 95% compared to the prior year. This follows state and local legislative action to crack down on the crime.
- The State is working with local law enforcement partners through the Colorado Auto Theft Prevention Authority, and have driven the per capita auto theft rate down 63% statewide since March of '22 and up to 93% in specific hot spot areas like DIA.
- The Division of Insurance will continue to work with carriers to help consumers realize premium savings from statewide reductions in auto theft relative to what premiums would have been with higher auto thefts.
Decreasing Rate of Uninsured Motorists:
- The Division of Insurance is launching an Auto Insurance Toolkit with resources for consumers to compare options, find savings, and understand their coverage.
- The Department of Motor Vehicles is working with law enforcement to make it easier to identify uninsured motorists, decreasing the amount of uninsured individuals on Colorado roads.
Reducing Auto Repair Shop Costs, Contributing to Auto Insurance Premiums:
- The state is taking steps to advise insurance companies about repair facilities that may be abusing auto insurance, contributing to raising premium costs for everyone.
- The Division of Insurance is issuing a bulletin advising insurance companies about repair facilities that may be abusing auto insurance resulting in raising costs for consumers.
- Governor Polis and Attorney General Phil Weiser announced in April that the state took legal action against the Trump administration over its failed tariff taxes that are destroying Colorado's economy, increasing costs everywhere, including auto parts and insurance to cover repairs.
Mitigating the Impact of Severe Weather Conditions:
- The Governor's Office and the Colorado Department of Public Safety are supporting effective emergency alerting in Colorado by providing trainings on emergency alerting for county-level emergency managers
- Being able to prevent hail from damaging your car relies on having advance notice of potentially damaging storms in your area. Coloradans rely on National Weather Service's forecasts and their county emergency management teams to identify impending severe weather, communicate warnings, and provide broader education about how to respond to emergencies.
