STATEWIDE ~ Colorado has been recognized as a leader in energy efficiency, ranking 7th in the nation according to the American Council for an Energy-Efficient Economy (ACEEE) 2025 State Energy Efficiency Scorecard. The state's policies and programs that promote smart energy use and save money for its residents were cited as key factors in this achievement.
Governor Jared Polis expressed his pride in Colorado's progress, stating, "Colorado continues to raise the bar on advancing energy efficiency, expanding clean transportation, and strengthening sustainable building practices that save people and businesses money." He also highlighted the state's position as a national leader in electric vehicle adoption and its focus on making smart investments to lower costs and build a cleaner future.
This recognition is not the first for Colorado, as it has also been named one of the "most improved" states since the last scorecard in 2022. This jump of six spots in the rankings can be attributed to Governor Polis' leadership in promoting clean vehicles, reducing energy use in buildings, and implementing strong appliance efficiency standards.
Executive Director of the Colorado Energy Office Will Toor emphasized the state's commitment to achieving net-zero emissions by 2050 while also saving money for its residents. "Our improvement in these rankings highlights Colorado's national leadership in energy efficiency and clean energy," he said. "We are committed to pursuing innovative strategies that will not only benefit our environment but also create new economic opportunities and good-paying jobs across the state."

One of these strategies is an innovative sector-based approach to reducing emissions across all sectors of the economy. ACEEE specifically noted Colorado's significant progress in the transportation sector, which includes adopting clean vehicle and truck standards that make more zero-emission vehicles available to residents. The report also recognized Colorado's appliance efficiency standards, building performance standards for large buildings, and first-in-the-nation clean heat standards for regulated gas utilities as key improvements.
In addition to being recognized in the State Energy Efficiency Scorecard, Colorado also ranked third in the ACEEE's 2023 State Transportation Electrification Scorecard. This further solidifies the state's position as a leader in clean transportation, with electric vehicles making up 31.5% of new car sales in the last quarter of 2024.
Overall, Colorado's smart energy policies and programs have not only cut costs for its residents but also reduced pollution and positioned the state as a national leader in energy efficiency and clean energy.
