The new Government proposal aims to fix this by introducing a centralized self-exclusion register (keskitetty pelinestojärjestelmä) that covers the entire licensed market.

The "One-Stop" Safety Mechanism

According to the proposal, the new system will allow a consumer to block their access to all licensed gambling services in Finland with a single request.

To ensure these bans are effective and to prevent underage gambling, the law will mandate strict identification protocols.
  • Mandatory Registration: Every player must have a registered player account (pelitilistä).
  • Identity Verification: Operators will be required to verify the identity and place of residence (henkilöllisyyden ja asuinpaikan todentamista) of every user.
  • 18+ Age Limit: The law reinforces the strict 18-year age limit (rahapelaamisen ikärajasta) across all gambling verticals.

This move effectively eliminates "anonymous" gambling within the regulated Finnish market, ensuring that self-exclusion bans cannot be bypassed by creating new accounts.

"Duty of Care" Becomes Law

The proposal goes beyond technical tools, placing a legal "Duty of Care" on operators. Licensed companies will be obligated to monitor player behavior and intervene if harmful patterns emerge.

Furthermore, the legislation mandates that the Ministry of Social Affairs and Health (https://stm.fi/en/) and the Finnish Institute for Health and Welfare (THL) will be tasked with researching, monitoring, and evaluating gambling harm, ensuring that the system is adjusted based on health data, not just revenue.
